Maximum 5 double-spaced pages (not including title or reference pages; APA format throughout)

1) Title page (use the name of the bill as the title; see APA title page and Running Head instructions)

2) You do NOT need an abstract

3) Bill description

a) Select a US or California bill from the list above

b) Information about the bill include the following:

-Name of the bill
-Number of the bill
-Who is sponsoring the bill (this are the senator(s)/representatives(s)/assembly members)
-Describe the bill and the goal(s) of the bill
-Describe the bills status in the legislative process (include the date that you -checked the bills status)

4) Policy Analysis

a) Discuss Kraft and Furlongs evaluative criteria:

-Effectiveness: Is the proposed policy likely to accomplish its goals?
-Efficiency: What is the cost of the policy in relation to its expected benefits to society?
-Equity: How are costs and benefits of the policy distributed, and is it fair?

b) What contextual factors are important to consider for this bill?

-Political feasibility
-Economic context
-Social context (Racism, Demographic changes, Religious affiliation)
-Inter-related policy problems
-Other

5) Conclusion

a) Reference the bill and provide a summary of your evaluation on effectiveness, efficiency and equity with at least one justification for each criterion
